The Cincinnati Metropolitan Housing Authority (CMHA) is seeking an experienced and highly analytical Housing Choice Voucher (HCV) Compliance Administrator to join our Housing Choice Voucher Program.
The successful candidate will have a strong understanding of HUD regulations and HCV program administration, exceptional analytical and problem-solving skills, and the ability to translate complex regulatory requirements into practical guidance for employees and leadership.
KEY RESPONSIBILITIES
- Monitor and interpret HUD regulations, PIH notices, federal and state requirements, and CMHA policies.
- Conduct compliance audits and quality assurance reviews of participant, landlord, and program files.
- Review compliance related to eligibility, waiting lists, income verification, recertifications, rent calculations, RTA processing, HAP contracts, HQS inspections, PBV requirements, reasonable accommodations, hearings, and terminations.
- Identify compliance risks and operational deficiencies and prepare audit reports with recommended corrective actions.
- Track findings and verify timely implementation of corrective actions.
- Support HUD monitoring reviews, SEMAP assessments, independent audits, and other regulatory reviews.
- Analyze audit trends and recommend improvements to policies, procedures, workflows, and internal controls.
- Develop compliance checklists, audit tools, procedures, and performance metrics.
- Develop and deliver compliance training and provide technical assistance to HCV staff.
- Prepare compliance reports, dashboards, and performance metrics for management.
- Maintain confidentiality and ensure accurate documentation and records.
REQUIRED QUALIFICATIONS
- Thorough knowledge of HUD regulations governing Housing Choice Voucher Programs.
- Working knowledge of HCV, PBV, Public Housing, Fair Housing, VAWA, Reasonable Accommodation, Annual/Interim Recertifications, and HQS requirements.
- Associate degree and five (5) years of progressively responsible experience in affordable housing, HCV administration, compliance, auditing, or a related field.
- Strong analytical, organizational, communication, problem-solving, and interpersonal skills.
- Ability to interpret complex regulations, manage multiple priorities, and exercise sound judgment.
PREFERRED QUALIFICATIONS
- Bachelor's degree in public administration, business, finance, accounting, social sciences, or related field.
- Five or more years of HCV compliance or quality assurance experience.
- Experience with HUD monitoring reviews, SEMAP assessments, internal auditing, policy development, process improvement, or data analysis.
- HUD or affordable housing compliance certifications.
- Advanced Microsoft Excel skills and experience developing performance metrics and dashboards.
- Experience with Yardi, Elite, Emphasys, HAB, or similar housing management systems.
- Knowledge of Lean, Six Sigma, project management, or change management.
